In the context of Vietnam's intensified efforts to combat Illegal, Unreported and Unregulated (IUU) fishing, enhancing the effectiveness of administrative sanctions has become a critical requirement for fisheries governance and law enforcement. This article examines the practice of imposing administrative sanctions in marine fisheries exploitation in Hai Phong City during the period 2021–2025 through an analysis of the legal framework, statistical data, and official reports from competent state authorities. The findings indicate that although the size of the fishing fleet declined significantly, the number of administrative sanctions remained high and increased again in 2025. The implementation of the Vessel Monitoring System (VMS) has substantially improved the detection of potential violations; however, enforcement effectiveness remains constrained by difficulties in establishing fault, assessing electronic evidence, and coordinating enforcement activities among competent authorities. Of the 322 fishing vessels identified and investigated for prolonged VMS signal loss or crossing authorized fishing boundaries, only 69 cases were supported by sufficient legal evidence to warrant administrative sanctions. Based on these findings, the article proposes improving the legal criteria for determining fault and the evidentiary value of VMS data, strengthening the integration of fisheries databases, standardizing inspection and verification procedures, and enhancing coordination and case-transfer mechanisms for inter-provincial fishing vessels. The study contributes to a better understanding of the practical challenges in applying administrative sanctioning laws in the fisheries sector and provides policy recommendations for improving the legal framework and strengthening the implementation of anti-IUU measures in Vietnam.
